“An anonymous complaint alleges use of an unregistered biological device. We recommend that Harbor City sit him pending review.”
Su Wan circled one word. “Recommend. This is not a mandatory suspension. Your complaint also cites private fitness data from his Haiyue years. Explain the source.”
The inspector looked away. “Our mandate is competitive compliance.”
