"Sir, if he is alive, should we initiate a recovery protocol?"
Rourke turned to the deputy who had spoken, his expression mild. "Recover a man who does not exist?"
The deputy closed his mouth.
Rourke placed the tablet on the table. "Kane is not a hero. He is a former field officer who destabilized after a failed operation six years ago. He may now be influenced by foreign actors. That narrative appears in every internal bulletin within thirty minutes."
"What about evidence?"
"We handle national security," Rourke said. "Evidence will follow."
At the same time, beneath Union Station in Washington, Ethan sat in an unregistered black sedan and listened to the bulletin Sophia had intercepted.
