Xu Zhixia drew in a sharp breath. She suddenly realized that what she was holding was no ordinary documentary. It was a nail, and it was about to explode. If she released all of it, the developers would face a backlash. But if the evidence was incomplete, everyone would say they were sensationalizing, taking things out of context, using emotion to blackmail the city. She had to make the chain of proof solid before it could be broken.
"What's still missing?" she asked.
"The original fire inspection record," Teacher Shen said. "I found the external copy, but one page from the site survey file is missing. It should either be in the archives or with the official who handled it back then."
"Who was that?"
